The key here is the Market cap. And figure the market cap using the free tradable float numbers only. Massive restricted shares are usually the control block that never gets sold into the public. They sell those, they lose control. Old debt should have been delt with bringing the shell back alive.
E-trade says this in a $1.4m MC off 4.7B shares. That's not accurate. If the MC is below $1m, it's a good chance to see a change in control.
