how does GOV close the deficit with F and F ??

cash in the SP/LP and kill us ?

declare SP/LP paid off and create 4B FNMA common and sell over time at $25 -$35 - which then is the PPS of our 20%

There are more ways for the GOV to make money while screwing us than there are for win win . The "Ackman Compromise" (my new name for it) is our best bet
