Saying the DEA are ok with shortages is bs.

If they were ok with shortages why would they increase elite quotas steadily?

They are monitoring the market and only those who have purchase orders to show and sold 100% quota previous quarter get their quota increased.

The quota is to avoid flooding the market while addressing the true demand.
