The responsibility falls on the Comptroller/US Department of Treasury and the Federal Reserve. The role of the Federal Reserve is to keep the economy stable and insure growth. Therefor, absolutely nothing to do with any given administration ...and that is how it is supposed to be. In this scenario...it all falls on the Federal Reserve. No matter what so called lax'.
