How about a charge of depraved indifference against Trump? Or perhaps a number of depraved indifference charges?
The depraved indifference law and legal definition (USLegal, Inc., definitions.uslegal.com/d/depraved-indifference) is: “To constitute depraved indifference, the defendant’s conduct must be so wanton, so deficient in a moral sense of concern, so lacking in regard for the life or lives of others, and so blameworthy as to warrant the same criminal liability as that which the law imposes upon a person who intentionally causes a crime.”
We might normally attribute this description to an intentional corporal action by a person or group of individuals. However, it could also be interpreted as rhetorical demand, order or incitement that could cause harm both physically, financially or without regard to incurring collateral “quality of life” damage. It can also mean simple wanton disregard for protecting from or preventing harm.
