It suggests that normally a party has no right to get access to information that relates to a person's health." I don't know if US laws are different in this context but as a person with a legal education I assume it goes without saying that the hospital in question would not be entitled to answer the sort of question you suggest I ask. But you live perhaps in a country that has more primitive laws that Norway to see to it that sensitive information is kept away from people who have no very good reason to get access to that sensitive information.

By the way, the word "proof" is a noun. You could have been proved wrong.
