"Expert" had an official, albeit somewhat vague, definition that was more rigorous than 'not a newbie fool'. But it definitely meant someone who ought to know better, and know a pig-in-a-poke stock by looking at it.

WCVC after Nixon Restaurant Group merged with it never became a hollowed-out shell. Its auditor did, twice, flag its financial health as an 'ongoing concern.' But the company never died, despite the stock itself being almost completely reamed out without mercy (to a 7B O/S on a 10B A/S).

Expert market was and still is available to any retail trader via Questrade. Many smart Canadian traders have done well loading up on expert market tickers that have eventually worked their way back to pink current. It’s a gamble trading down here in the swamp.
