It had to be done that way, because Ohio, hoping to screw things up for Biden (originally) said the candidates had to present a delegate count by August 6th, or perhaps a day later. That was no problem for the Republicans, because their convention took place weeks ago.

The Dem convention is in a couple of weeks. So they had to do it this way.
