I'm not sure where you received information on it just being a software change. Changing masks is part of the semiconductor processing and definitely not and in no way a software change. It's not done by programming but physically changing the circuitry on the die itself which could then force a software change. I've been involved in semi's for some time and visited manufacturing facilities. You may want to correct or justify your statement.
