Because the the courts decided the part he played wasn't criminal.

Forgery is a very serious crime and carries a much higher penalty than what Romano received, so it would be logical if actual forgery was proven charges would have been filed.

Now the man convicted Romano also allegedly took part of the alleged forged document referenced yet forgery was not a charged brought against him. Why was that?

Was Campanella charged with forgery or any other crime in the Romano case? .
