CNNA doesn't seem to fit your example as both Finra and the SEC recognizes the name Cann American Corp even though prior to 2019 it was recognized as Canamed4Pets, Inc..

Meaning the information you are giving is not correct as the name changed approved by both Finra and the SEC occurred in 2019 even though there were no financials filed in 2016 to 2017.as you pointed out.
