Mayo Clinic is not a partner in the sense of a business partner. They are medical professionals who want to use the product. They could care less about who owns the company or the product. They just care about using it to help their patients. If Vivos chooses to 'partner' with someone that someone would give Vivos money and they would get part ownership in the company.

I think it is possible for someone, as in a well established biomedical company with deep pockets, to approach Vivos after they get an IDE and the clinical trials are successful with an offer of a buyout or partnership. But that is a ways off.
