I dunno who believed that going into a schoolroom bathroom or getting under a desk would really make a difference if the big one was dropped.

Easy solutions are usually not very effective. Recall the ways that TFG's "wall" was circumvented. Or how many times the TSA fails to detect test weapons placed in luggage.

It's a performance designed to make people feel more secure.
