He may have been in an investigation by the SEC... a few of them went down some time ago that mentioned this site and members.
I also may be wrong about people paying this site. I remember now a couple conversations with admin about IRP program. While they basically dropped the site 'irp' and the little wand icon, someone told me if a member is advertising and they believe the member is taking advantage of the site, like by advertising on the boards the member is technically stealing this sites SEO which the site itself has developed and built and the member is piggy backing without compensation to the site.
The member is then asked to pay a monthly fee above the normal membership in fair compensation to this site. The member is then allowed to advertise within reason and or agreement with this site. That's probably why the 'my disclosure page' thing remains in a members settings.
