"Studied... at" does not suggest graduation to me. Maybe they offer night classes or something. Actual cadets who graduate have to serve some time in the military. And unless he'd been naturalized by the time he was in his late teens, he wouldn't have qualified as a cadet.

That's just weird. The Future Business Leaders of America is a high school activity, far as I know. A club. It is not an institution.
