The bipartisan infrastructure bill was passed in late 2021. It was even called that. So I'm afraid you are making no point at all.

Just checking: You knew that article was from June 2021, right? Or didn't you? As I said, the Bipartisan Infrastructure Bill--it was even called that--was passed in November of that year.
