at this point it's clear Foley has zero idea how to manage (eg ALWAYS reactive, and even then in a vague short term way) and the adults are waiting way too late to make a change.

Sure, but the same thing could have been said (and was said) years ago. You deal with the realities you have, and that means waiting for something good to happen before getting too excited about the prospects.
