Who is your Broker?
I have Charles Schwab. Before that was TD Ameritrade. They both charged 6.95 for OTC trades.
I have E*TRADE also, and they charge the same.
Yes, trading a 1000 shares at a time would be nice money.

Anyway, I will have to reconsider all trading come May court date.
If more delays than more time to trade.
