Probably he 'slow-walked it' so that he can make money Hand-over-Fist by buying up the shares on the Cheap, once he was out of Admin...lie he has done with buying up NYCB in low $2s, along with his Wall St 'Buddy team'. He is already up 50% by now on his NYCB 'investment'
