Smells like they are going to use the 3M preferred shares, at least partially, to pay investors.

Finally! I was right about the Greeks! That's all I care about. Yes, MARAD clearly has been the snag, and it sounds like they've been annoyed but doing what they can to move things along. Delfin and stakeholders are clearly ready to move forward, but I get why they are not ready to move for FID until they have all of the necessary stamps. Maybe someone from DOE can call MARAD and say, "Hey, don't make us look bad here, get your shit done!"
