Say you're a dictator in another country and want to grow your country and dominate the other countries, but you need to weaken the other countries first. You need to wreck their economy. You need to make them bankrupt their military. You need their people to be weak and confused. You may want to infect their people with all sorts of diseases and long term ailments and good way would be to bring back childhood diseases and make sure vaccines would not be available or convince the population that vaccines are very dangerous.
You would need millions of disinformation cells all through that country as well as internet. Would work to control their government by payoffs and infiltration by young politicians already prepared with the plan. Wooing high government officials would be standard protocol. Think bribed or threatened. Either works.
