I know of no way that anyone can add reactions to the database. Can you give me an example of one that you've seen that you don't believe is generally available? That would be a huge help in understanding what you're referring to.
Edit: Maybe your ad-blocker or browser is doing something. I see no empty spaces and a lot more reactions that you're describing. A screen shot now is probably the best thing to get your questions answered.
