I would say that reflects on his mother as most the women I've known with their little boys hated to cut their hair for the longest time. No real idea why. It doesn't bother the kid until they're older and maybe get teased about girlie hair. This day and age, people teasing about hair is mostly gone though. Back when I was younger it was a thing.
