Not being able to buy at the bid is hardly reason to believe the stock is worth more than the ask. Zero shares are trading and getting filled at the bid is usually the result of a larger order needing more shares to fill -- buy or sell. Rarely, a broker will have an "away from market" order and you get filled from that.

Regardless, bottom line is that the "worth" of the stock is its asset value which, like the NAV of mutual funds, is what the asset (shares) can be sold for; the highest bid. In this case .016 last I looked.
