My guess is that the owners of the two companies GS has lined up want to buy some stock before an announcement is issued. They'll use this FINRA issue to tank the stock price into the low tripps. It makes perfect sense too. Here's why...
GS had an option to either reapply for more share cancelations that would taken another couple of years for approvals due to notification hurdles similar to WNFT. Instead, he probably suggested to them, "Hey, buy up some shares at low prices." In the end it has a similar effect of cancelling shares but does it a shorter period of time.
As is often done, they'll call up the MM and tell them that they need a billion shares. The MM will tank the price by twisting the news to his or her favor. I'm expecting the pps to tank hard on FINRA's delay. Watch and learn...
