OTCMarket's definition of PQE is as follows:

Indicates that a stock is eligible for proprietary broker-dealer quotations under SEC Rule 15c2-11, either because it has been the subject of a completed Initial Review or because the stock meets the conditions for an exemption such as the Piggyback Exemption or the Large Company Exemption, also known as the ADTV and Asset Test Exemption. Securities that are PQE may also have broker-dealer quotes representing unsolicited customer orders.
