There is a payout for FMCC also, which will be higher percentage wise than FNMAS.



Wrong. FMCC shares will receive 6 cents in compensation (no interest). FMCC shares are currently trading at 63,5 cents. So the "payout yield" is 9.4%.

FNMAS will receive approximately 90 cents (interest included). FNMAS is currently trading at $1.95. So the payout yield is 46%.

I don't need to tell you that 46% is higher than 9.4%, do I?
