They may even receive grant money without having to have the study completed. Just the fact that they are conducting this study with FIU should be enough.
Rich Berliner has alluded to this funding a couple of times now in his videos. Federal money is being issued to expand WI-FI and what they are doing with this study will definitely expand WI-FI on a Global Scale. If they show this FIU study on their application, I believe they will receive those funds.
Also, keep in mind that they are a member of The Satellite Industry Association which lobbies in for Federal Funding in Washington for various projects in the satellite industry.
