I thought the Handbook was the rulebook, and it only forbids attacks that are threatening or that
victimize, harass, degrade, or intimidate an individual or group of individuals on the basis of religion, gender, sexual orientation, race, ethnicity, age, or disability
The TOS goes further, saying don't post things that are
unlawful, threatening, abusive, harassing, defamatory, libelous, vulgar, hateful, deceptive, fraudulent, invasive of another's privacy, tortious, contains explicit or graphic descriptions or accounts of sexual acts (including but not limited to sexual language of a violent or threatening nature directed at another individual or group of individuals), or otherwise violates our rules or policies
That's comical considering how many hateful, deceptive and fraudulent comments are posted every day.
What's the point of the Handbook if it conflicts with the TOS?
