How many shares are available to borrow to short and what is the borrow rate. You can't borrow from a Cash account - it has to be a margin account and you can't short without a margin account and then you have margin maintenance fees.
Very few OTC investors have a margin account and most OTC investors don't understand the mechanics of shorting .
But there isn't 4Billion shares available for shorting.
