They didn't put in the money project failed.

I believe India Assam government publicly stated they would be supplying bank guarantee for the completion of the project.

Regardless paid or not, the point is Assam has them and publicly stated they are partnered with QMC to help them use the reactors when they do for what ever reason they decide.
