No, retail anywhere in USA is not allowed per brokers to trade in 5 decimals.
No cash or normal accounts are allowed to do that. The account holder can not place a 5 decimal order.
If brokers who do transact in 5 decimals is internal and still does not reflect retail volume.
2 different animals and the brokers have all the cards.

And one should read the disclosures of this entity to see that the share structure has altered substantially in restricted and authorized into the 7 billions in recent times.

Wrong. YOU aren't getting a 5 decimal trade, the broker is. You are not allowed to place 5 decimal trades from your account with a small account on any broker.
That's the difference. What the broker does to facilitate a trade has no bearing on your 4 decimal trading itself.
