Do you understand what an appeal of a FINRA decision is? In order to overturn the FINRA decision of those issues we all know about, the SEC would have had to actually rule on the appeal in favour of the applicant. Then those issues would have been dismissed. That didn't happen did it? Did the SEC hear the appeal and rule on it? Nope. The applicant withdrew the appeal to the SEC regarding the FINRA decision. Which means, the FINRA decision stands. The SEC appeal did not overturn that since it was withdrawn.
