But he doesnt work for the govt, that is just a certificate he got from the government, sort of like someone might have a real estate license (which this appears to be related to), and notice he works for a private company I think.
That said, it mentions "Negociación de contratos" in his skills which would line up with his signing documents.
I just am not convinced this is the same person as in the picture. And while sometimes people do have old pictures of themselves in Social media profiles, I know mine is like 25 years old, a lot can happen in that time including losing hair. In this case this is a certificate, in addition to the profile pic, and I doubt someone would submit an old pic for a cert.
