It would seem that hewhoshitsinpants at the very least stole the presidential documents to bury them with his 1st wife to cover up just the basic criminality that he probably continued most his personal businesses in office even after claiming to stop and also that he used the office in said businesses. Fairly obvious that much of conducting that business ended up in paperwork on file that he needs to destroy. Let's not forget the flushing and tearing up documents all along.
