Unfortunately, that's not the reverse history with SNPW. SNWP issues, they cancel, they issue, they cancel etc.

Not so sure, based on the reverse history noted above, that I can agree with the below statement. History seems to show otherwise.

This is fact... The RS was cancelled. They wouldn't have cancelled it if there was any doubt on the funding necessary for moving forward.
