The regulator established "Prescribed Capital Buffers" for these new metrics.
The Core Capital and Total Capital posted before, don't have prescribed capital buffers because their definition is statutory (FHEFSSA)

The $25.5 billion PLMBS lawsuit settlement (a $202 billion PLMBS portfolio lawsuit against 18 financial institutions) is also included in the capital metrics, split 73%/27% (Freddie Mac/Fannie Mae) based on the AOCI (accumulated unrealized losses of the AFS securities) in June 2008, and not "just the CRT expenses, net", previously pointed out.
