The CFPB / FHFA appropriations claim is irrelevant to this restructuring. All congress is trying to pass is to make it so CFPB's funding gets appropriated by Congress, which even if applied to FHFA, would have no direct or indirect impact on Treasury's senior preferred stake that they must restructure if they want to allow the GSEs to exit CSHIP.
