From most Q stocks I have followed the Attorney for the company has to file with FINRA before the shares are canceled. I have seen where the attorney never files and it leads unrealistic hope among the shareholders - especially those that don't understand corporate bankruptcy. And Chapter 15 seems to lead to false hope.
