It's not about his capacity as CEO. Deals sometimes take longer than expected because more than one party is involved and unexpected issues that have to be resolved may come up. It doesn't necessarily mean the CEO walked away from the deal.
Expecting everything to happen in two months (or in your time frame) may be a bit of a stretch.
