The fact that Biden originally nominated Calhoun - which was then thwarted over the weekend, presumably by influence from the financial establishment - suggests that Biden shares Calhoun's agenda. Calhoun has made his goals clear as co-author of a Brookings Institution paper (Jan. 2021).
In that paper, Calhoun advocated that the government realize the "gains" from its "investment" in FnF (specifically, he spoke of warrant exercise) via recap/release and spend the money on affordable housing programs.
It is therefore reasonable to assume that Biden is also - and still - pursuing this agenda, or at least is sympathetic to it.
