It's in the S-1/A. They submit it, and the SEC will make it effective, and that is at the price and quantity it says.
Folks on another ticker (RELI) thought the same way, and got royally burned. Read through around Feb 9, 2021, they'd run the pre-split/pre-uplist PPS up thinking the RS ratio and/or offering price published in the S-1/A would get changed. It didn't, and really it can't without another very public S-1/A revision and another SEC review.
