They don't have to sell stock for it to be a scam, but that is likely already known. All they have to do is sell treasury stock at a nice discount to others who dump it into the market for them in exchange for cash on the balance sheet to be used to pay themselves a salary for doing nothing other than issuing fluffy PR's.
