I don’t know who is supposedly showing public quotes but the Expert Market has no public quotations because the company is not in compliance with 15c2-11.
That is why it is incredibly illiquid.
It has no 211. It tried in 2015, but never got it approved by FINRA because the sponsoring Market Maker withdrew.
