I don't know what you're talking about people being able to short this stock but Ameritrade won't let you do that...not OTCBB anyway. I tried shorting one the other day and received a message from Ameritrade that they won't let you short an OTCBB stock. Nice thought. And I just put through a short position on DPLS at .0089 and my short position was rejected.
Just called Charles Schwab and they are different about shorting OTCBB stocks. They told me that if the stock has enough shares to sell for shorting purposes because you have to borrow those shares to short, then they don't see a problem in borrowing those shares to do just that. Ameritrade was bought out by Schwab and everything I have will soon be transferred over to Schwab pretty shortly. So I will be doing business sooner than planned with Schwab in order to short OTCBB securities.
