The DEA turns to municipal police departments to loan them personnel who conduct certain drug investigations. The PDs get compensation from the DOJ that covers the salary and benefits of the officer "on loan" plus an administrative markup. The PD also stands to collect a percentage of drug money confiscated.

The officer is, at all times, an employee of the municipality and not the DEA/DOJ.

What you're saying doesn't make much sense in at least one way: If Dennis O'Leary is the charlatan you allege him to be, then how did that fact escape scrutiny by a federal agency like the California Department of Transportation and businesses like the Bachner Group as well as international Telecom conglomerate Siemens? If Mr. O'Leary doesn't have any technical expertise and he's as stupid as you're implying, surely that would have come out during the vetting process with those three companies before they forged partnerships with Darkpulse, no? Either that or the CEO's of those companies are equally incompetent and dumb, frankly, themselves...I'm not saying that's impossible--just highly improbable...
