The info. you gave was enough for me to c/p to find it, and to discover the article, in it's entirety, actually was quite complimentary of Biden for the way he has tried to handle Putin. Titles (headings) are often bs honey for clicks. In your case the heading obviously sucked you in.
On my reading that title (you certainly should have been able to c/p along with the address for the article), immediately thoughts of the foreign policy demands of American voters in the 2020 election came to mind. The desire of American voters for both sides was to bring American troops home. Trump demanded that. Biden, i think, has long been in favor of that.
