I'm sorry, but this is also incorrect. By federal law, wind turbines must have aviation lighting from a set feet off the ground. They may not have 'spotlights' for birds, but they have federally and state mandated airspace warning lights. Each state also has regulations about how much lighting to maintain up and down the tower. That should be standard for the whole tower, but some states don't enforce it.
