Just a little confusing. What is meant by:

. Financing is commencing. Is financing approved? What is commencing?

. How does project underwriting analysis, determiniation of feasibility etc tie in with financing is commencing?

"The financing is commencing at this time and underwriting analysis of the project will determine feasibility, testing, and other market considerations."
