They want the project work done. They have not changed. Delay after delay may still bring a quicker completion. Starting from scratch would bring more delay. Not a good option, but their best option.
Complete do-over would then question their own competence. Making the best of the situation does not mean liking it. FCE getting a pass doesn't negate their failures.
its the military...they dont concede defeat easily...they dont surrender...they want what they paid for...fcel said they could do it and they are forcing fcel to do what they said they could do....the military has virtually unlimited resources...money is cheap to them...they arent interested in making a profit...
fcel made the military look like fools when they had the commissioning ceremony and the equipment caught fire....the brass was not happy...they will keep fcel there working to do what they said they could until fcel finally realizes they have to start from scratch...and they will have to pay for it all...
until then, fcel remains in full public view siting on that big stool wearing a dunce cap...year after year after year...
